i am pleased to join the speakers who have preceded me in thanking you for the outstanding leadership over the process. i am convinced that your wisdom and experience will help ensure the success of our work.our mandate assigns us a fundamental task. it is a task that requires a comprehensive approach, and one that must be undertaken in a manner that is both pragmatic and acceptable by all parties involved.we have the honour of sharing our thoughts with other nations on the issues that are most important to us, and to discuss the solutions that we propose
while international law applies in principle, it is necessary that it adapts appropriately to the realities of the ict based world. in particular, it is important to consider the unique differences between the physical and ict spheres; in relation to the extent, scope, and nature of international law’s applicability, and its state conduct interpretations and implementations of icts. in addition, it is important to ensure the fair dissemination of benefits and advantages of a peaceful ict environment among all nations

the budapest convention should be the pillar of international response to cybercrime. the budapest convention is the basis of most of national and regional cybercrime laws of both substantive and procedural nature. a lot of capacity has been built around the budapest convention. it is available, successful and functional. it should be applied globally, as it has been already done by more than 65 countries
states should recognise that the rights of an individual in the offline environment must also be protected in the online environment. states should fully respect rights and freedoms in the information sp*ce, taking into account the fact that article 19 of the international covenant on civil and political rights attaches to that right’s special duties and responsibilities. applicability of human rights in cybersp*ce may therefore be subject to certain restrictions, as provided by law and are necessary to respect the rights or reputations of others, and for the protection of national security or public order, or of public health or morals
